Medicaid Expansion Evaluation
Improving policies that serve low-income populations
Successful Medicaid expansion requires an understanding of strategies for successful implementation. To inform such strategies, RTI assessed Medicaid expansion in five states. RTI conducted interviews to identify approaches and barriers to enrolling and serving newly eligible populations, impacts of expanded Medicaid coverage on providers that traditionally had high proportions of uninsured patients, and experience of Medicaid managed care plans serving the new population.
As a result, our efforts increased understanding of the policies and support needed across several states to enroll and serve low-income populations and the implications of insurance coverage expansions for providers.
