This project tests the effect of state Medicare cost-sharing payment levels on the ability of dually enrolled beneficiaries to access different service and provider types.

RTI used results of multivariate analyses to predict utilization outcomes at varying levels of cost-sharing payments by state and by the number of enrollees potentially affected.

The results provide evidence that small changes in payments to providers for dual enrollees can impact use of preventive services, doctor visits, and safety net providers for thousands of dually enrolled beneficiaries.
